2003年，美國特種作戰司令部提出一項“特種部隊戰鬥突擊步槍”（SCAR）招標計畫。FN公司的SCAR最後中標。SCAR將成為第一種美國特種部隊通用的標準配置卡賓槍，由位於南卡羅來納州的FN美國分公司生產。

SCAR設計有兩種類型，一是標記“16”的輕型SCAR-L，口徑5.56毫米；二是標記 “17”的重型SCAR-H，口徑7.62毫米。兩者都是可變口徑的模組化卡賓槍，多數零部件可以互換。SCAR-L更換槍管後還可以發射其他口徑的彈藥。圖中為SCAR-L。SCAR-H雖選用北約7.62毫米制式槍彈，但其彈膛設計獨特，亦有廣泛的彈藥適應性。

SCAR步槍的設計目的是通過更換槍管來滿足特種部隊各種作戰任務的需要。無論是 SCAR-L，還是SCAR-H，都設計有3種型號，即標準型、近距離戰鬥型和狙擊型，分別用於執行常規任務、近距離戰鬥任務和遠距離精確射擊任務。 FNSCAR步槍的設計非常靈活，不少細節設計精緻，注重人機工效。SCAR槍管下還將外掛新研製的增強型EGLM榴彈發射器
